The new solid waste plan covers activities from 2023 through 2034. Major points of the update are:
Comply with the goal of providing recycling opportunity to at least 80% of the district population through direct provision of recycling services in each county and through private efforts of local governments and recyclers.
 
Designates specific facilities to receive waste and institutes a waiver fee for out-of-district facilities that wish to receive our waste.
 
Provide education and technical assistance to all sectors (general public, schools, communities, businesses, and industry) to reduce waste and increase recycling.
 
Manage hard-to-dispose materials through the private sector wherever possible, and encourage residents to purchase only items for which there is adequate disposal or recycling services. 

Encourage the purchase of recycled content products and support development of new markets for recyclable materials.
 
Offer recycling processing services to wider range of customers including haulers and communities.
