Taking the place of the old "dumps", landfills are required to undergo rigorous permitting and operating review in order to receive solid waste from the public. They have extensive safeguards to prevent leakage into groundwater and must monitor the site for 30 years after it closes. They are not permitted to receive hazardous waste, that material goes to a different kind of disposal facility. These landfills are owned and operated by private companies.
